Star ratings are awarded by national tourism boards to national criteria. A four-star in Thailand, a four-star in Switzerland and a four-star in Uttarakhand are three different products measured on three different scales, and none of them tells you the thing that will actually shape your week: how long it takes to get from the room to the thing you came to see.
In Bangkok, a four-star on the Skytrain line beats a five-star that is a forty-minute taxi in traffic — twice a day, every day, for six days. In Dubai, a hotel a metro stop from the Mall of the Emirates costs half of one in Downtown and puts you in the same places at the same time. In Goa, north and south are effectively two different holidays sold under one name.
This is why a serious search should let you filter by area with the same prominence it gives star rating. It is also why "or similar" on a package is less alarming than travellers assume: what matters is the tier and the location the operator has contracted, both of which are stated before you pay.
When you compare two stays, compare the walk, not the badge. Then compare the badge.
